An expansion valve allows the refrigerant to spread back into gas state from its highly pressured liquid form. An air conditioner would not produce cooled air if the expansion valve was totally worn out.
Some clues the AC expansion valve is dead

If you decide on picking up or purchasing a replacement expansion valve for your International Comfort Products PGMD, do your due diligence and double check the model number as well as make a visual comparison so that you are positive that the correct expansion valve is the one being purchased.
